1. New energy vehicle content in the five-year plan

"Eighth Five-Year Plan" - As early as 1992, the development of electric vehicles was included in the national "Eighth Five-Year Plan" key scientific and technological projects.

"Ninth Five-Year Plan" - the launch of new energy vehicle development work, the electric vehicle will be included in the national "863" plan.

"Tenth Five-Year Plan" - clarified the basic principles of China's electric vehicle strategic development, developed fuel cells, hybrid vehicles and pure electric vehicles, and proposed the "three horizontal and three vertical" research and development layout.

In the "Eleventh Five-Year Plan" - "a major project for energy conservation and new energy vehicles", the central government invested about 1.1 billion yuan. In 2008, the National High-Tech Research and Development Program (863 Program) has launched a major project on “Energy Conservation and New Energy Vehicles” in the field of modern transportation technology. Research topics include battery, electric motor, diesel engine, electric vehicle, hybrid power, gas, alternative fuel, etc. Technology, etc.

2. Related policies

In November 2007, the "New Energy Vehicle Production Access Management Rules" was promulgated. The scope of the new energy vehicle was determined. New energy vehicles include hybrid electric vehicles (HEV), pure electric vehicles (BEV, including solar vehicles), fuel cell vehicles (FCEV), and other new energy sources (such as supercapacitors, flywheels and other high-efficiency energy storage vehicles).

On February 6, 2009, the Interim Measures for the Administration of Financial Subsidy Funds for the Demonstration and Promotion of Energy-Saving and New Energy Vehicles was promulgated. The plan decided to carry out pilot projects for demonstration and promotion of energy-saving and new-energy vehicles in 13 cities including Beijing and Shanghai, and encourage fiscal policies to promote the use of energy-saving and new-energy vehicles in public service such as public transportation, rental, official, sanitation and postal services. Promote the use of units to purchase energy-saving and new energy vehicles to provide subsidies. More than 40% energy-saving hybrid vehicles can receive a financial subsidy of 50,000 yuan; while the subsidy for fuel cell vehicles is 250,000 yuan; the highest subsidy standard for car purchases is the fuel cell bus with a maximum electric power ratio of 50% or more. Among them, hybrid vehicles are divided into two types: lead-acid batteries and nickel-metal hydride batteries and lithium-ion batteries. The maximum subsidies are 80,000 yuan/unit and 420,000 yuan/unit; The subsidy standard for electric vehicles is 500,000 yuan per vehicle.

On March 20, 2009, the "Automobile Industry Adjustment and Revitalization Plan" was released. In the goal of the "Planning", it is proposed that the production and sales of electric vehicles, plug-in hybrid vehicles and hybrid vehicles will be a major strategic goal, and 500,000 production capacity will be formed through transformation.

The "Atmospheric Law" was reported to the National People's Congress for examination and approval, and further improved the "Regulations on the Prevention and Control of Motor Vehicle Pollution Prevention" and the "12th Five-Year Plan for Motor Vehicle Pollution Prevention and Control", which marked the increasingly strict domestic legal environment and the increasing cost of traditional gasoline vehicles. With the increase, new energy vehicles will become the guiding direction of laws and regulations and industrial policies.

On May 8, 2019, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Transport, and the National Development and Reform Commission jointly issued the "Notice on Supporting the Promotion and Application of New Energy Buses", announcing that from 2019, in the case of the general cancellation of local purchase subsidies. The localities can continue to subsidize the purchase of new energy buses, and implement the new energy bus exemption from vehicle purchase tax, vehicle and vessel tax policy. Starting from 2020, we will focus on supporting the operation of new energy buses by means of “substitute awards”.
